What it does:
SpellTips is a World of Warcraft addon that will modify your tooltips to show you precisely how much damage or healing a spell will really do with +dmg/healing gear equipped. You can still view the base damage/healing of the spell by looking at it in the spellbook. It is has a nice clean design and was coded to be extremely efficient.
